The achievable technical potential impact and cost for 23 demand response products are included in the supply curves used as inputs for the 2021 Power Plan. These 23 products were aggregated by net levelized cost into four distinct resources that were modeled in the resource strategy analysis. The general approach to developing DR supply curves is as follows:

Blue italicized text indicates price-based demand response and black normal text indicates controllable DR. This list was meant to encompass a broad range of options across all customer classes. It is not meant to be exhaustive, and other DR products could be deployed within a given utility territory.
